Legal Question in Family Law in California

Violation of Custody Agreement

A friend and his ex share custody of their daughter. My friend is supposed to have custody of their daughter on weekends. The ex recently sent a letter stating that due to several (manufactured) reasons she would like to change the custodial order. She also stated that until the custodial order was changed she intended to deny him his visitation rights - and did so.

What recourse does my friend have?
