when your trying to lower your child support & get visitation rights are they two different cases

They are certainly two different issues, so yes, if I understand your question. Child Support, of course is the determination of monetary need of your child, while child custody & visitation is concerned with where the child will reside and how much time the non-custodial parent gets in terms of time with the child.
