Having my visitation with my daughter changed

I am looking to have my visitation change so that my daughter can come visit me 1 holiday week a year and for the summers (3 mo). As of now all I have is Visitation to where I can fly out to California any time but that is very costly. My exwife does not follow the order now because I am to have daily communication with my daughter who is 2yrs 5 mos old. She does not return phone calls and does not answer the phone. I live in Indiana which is where my daughter was born. I would like to know what my chances are to get the visitation I want and what my daughter deserves.Also how long could this action take before there is a resolution. I plan on obtaining a attorney in CA this winter to begin this action.
