Legal Question in Family Law in California

visitation rights for 2 minors

I'm living with my boyfriend for 2 tears now and we are raising my 3 children together. His wife is refusing him to see his kids. It's been in court for 2 years now. He did everything the judge asked him to do, but his wife is insisting him not seeing the kids unless he moves back in with her. How can we get bi-weekly visitation ?
