Legal Question in Family Law in California
The voice record was approved by the court. I wonder how I can file the voice with the court. Should I prepare transcript certified by some one who has a license or can I just file voice file?

You are suppose to include a transcript but it does not need to be a certified transcriptionist.

I answered this question before, and pointed out that it was not clear whether you were trying to file a recording of someone you taped, or an audiotape of court proceedings for the purpose of an appellate record. I can't help you if you don't provide detailed information.
