In regards to WAIVER OF COSTS & FEES if an individual makes to much...are there ANY exceptions by statue if so what?

I assume you are referring to a fee waiver that the judge is required to approve. Those are for poor people, not wealthy people who don't feel like paying for things. You usually have to be receiving Temporary Assistance for Needy Familys (TANF) or Calworks, to qualify.
Mr. Roach's answer is absolutely correct. However if you happen to fall in between the cracks and your current debt obligations are causing a hardship, even if temporary, then re-apply and attach a declaration to the application explaining the situation and the Judge may, and if must emphasis, may reconsider the matter. Generally most counties have a family law faciltators office at the family court house and they can be very helpful in explaining how to fill out those forms.
