Is there a web site the has NO COST where I can look up public records? I am in California - Del Norte County.

The court have free web sites but they vary as to how much information you need to have to use them. Most public entities have free web sites too.

It is an entire patchwork of what you can get in the way of public records online. Each county and agency keeps their own website with varying degrees of information available and some are free while others charge a fee. There is no central website that has all public records for free.
