can welfare impound my back child support owed me

my ex owes me approx. 16 yrs. back child support. 4 of those years I was on welfare. my ex paid welfare back for those 4 years. welfare is telling me that even though he has paid back the four years he owed welfare that they are entitled to the remaining 12 yrs. of back child support because when I signed up for welfare that I signed away any rights to back child support. is this true?. is there anything I can do to get this money to my children. it is their money. I dodnt understand how welfare can be entitled to the remainder of the child support due when my ex repaid the welfare for the 4 years i was in the system.Please I need Help. Thank you. Sincerely.

Welfare in entitled to recover only for the time that you received welfare assistance. The assignment of child support is valid only for that period of time.

If they persist in this position you may have to retain counsel to represent you.
