Legal Question in Family Law in California

My wife took my three kids to Germany and will not come back

I thought she was going to visit her folks, but now she has decided to remain there and has no plans of coming back. I am devastated because I would die for my children.

My question is, can she legally do this?? what are the internatiopnal laws/treaties/accords that will NOT allow for this to happen? can she take US citizens to Germany??

She has already enrolled my oldest (year old) to school there. She (my wife) is a dual citizen of Germany and US.

Do I have any rights?? Is she a fugitive because she essentially kidnapped/abducted my kids??

What are my rights? How quickly can I get my kids back? I cant sleep. I cant eat thinking about my three little ones. I am desperate. Please help. Someone. Please help me.

Please note that while my wife and I had our disagreements , I never ever laid my hands or abused her in anyway, shape or manner. She just made this decision and she is serious. I dont know what to do.

I need someone to tell me what the rules and regulations are. Please HELP !!!

If you do not have an order already, it will be difficult to get one due to the fact that you won't be able to get her served. You should contact the U.S. Embassy in Germany for assistance.
