Legal Question in Family Law in California

My wife's ex-husband made 1 child support payment back 2002 and then was never heard from again. We have tried to get his whereabouts from his mother but she is being difficult and won't help. He lives somewhere in the San Francisco area, we know that at least. He has always worked under the table and has avoided a paper trail of his life for most of his life. He also never has any money(or so we think). How can we collect the money he owes ,which is around $20,000, from a person who won't and probably can't pay? With some private investigating someone might be able to find him. My wife has almost given up finding him partialy since she does'nt want him to be in her life because of the abandonment, spending her money on drugs, and for cheating on her. But we want what he owes. We don't want this deadbeat Dad to get away with this, what can be done to help us since we don't really have any money for an attourny or a private investigator? We could pay for legal representation if we could collect this money though. Thanks for your help........................Dan

Contact the Dept. of Child Support Services. You can assign the claim to them and they will pursue it to the extent it can be.
