witholds visitation and moved out of state without notice

the parent that has custody of the minor children has packed up and is about to leave the state,the parent has witheld any visitation with the minor children and has given no notice of the move/nor recieved permission from the other parent to leave the state or county of residence for children, the parent with custody does not want to give any address of contact, the parents were never married, but have 3 boys,and have been together off and on for 11 years. can the father file child abduction charges against the mother, and can her force her thru the courts to bring the minor childred back to the state of california and the county of his residence. he does not want the children to leave the state, but that fact is not in any custody order

The parent without custody can file a motion to modify visitation or a change in custody but it is probably not going to stop the move for long.
