Legal Question in Family Law in California

How can a woman leave the state of California to Washington legally with her children, when her children's father is just getting out of jail, there has been a no contact order in place, but they have a parenting plan that they share 50/50 custody with the oldest child (only the oldest)? What measures would she need to take in order to do so while also keep herself and her children safe?

She would need to file a motion in the court where the original parenting plan was filed to request a new parenting plan and "move away" orders.
