Legal Question in Family Law in California

Our wonderful govenor cut the calwork stage 3 child care program that allows me to afford to work. I am a single working mother... I have on child who is my dependant and another child my father has guardianship over. I pay $444 a month in child support. I bring home about $1600 a month after child support & taxes. I do not a have a license for medical reasons. Therefore I can not find somewhere I can get my daughter too in the morning. I have looked for affordable child care but have not found anything I can access for less than $1300 a month with my income you can see this is not affordable or I would be on the street. I was told by the county to quit my job and go on welfare for 2 months and I would be moved to calworks stage 2 child care so I would be able to afford to work. My question is do I qualify to have my child support reduced?
