This answer should not replace the legal advice you should receive from a skilled California family law attorney in an office conference.

Both parents are held accountable by the family law courts to become as gainfully employed as possible for the support and maintenance of their child(ren).

If you have a support case pending before the court, you have a discovery right to get medical information on the father's condition not only to assess if he can work but to insure he can be safe with the children when they are in his custodial care. If father is totally disabled, he may be eligable for State Disability or other financial relief. Support can be set based on the amount he gets from those sources.
