Legal Question in Family Law in California

My x wife and I share custody of our 6 year old boy. I was served papers on 12-24-13 informing me that this was her 30 notice of permeant residence change. We live in Southern California. The notice said that she was moving to Louisiana as of February 1st and she would be taking my son with her.

My question is:

1. Can she move away with my son and not face legal charges for kidnapping.

2. If she can, what are my legal options to keep my son here, in California with me.
