Several years ago the judge ruled for a child support modification, I just noticed my paperwork says "petitioner will prepare the order ". What does this mean?

It meant the petitioner was supposed to prepare the order, have a proposed order served on the opposing party, and lodged with the court. You should check with the court to find out if the other party prepared and submitted an order, or whether the court set an Order to Show Cause for the failure to submit the order.
