Legal Question in Medical Leave in California

Required to use vacation time & pay

I recently had back surgery and was taken off work under the FMLA. Upon going over my paper work with the Human Resource department I was informed that I would have to use all sick leave and vacation leave before I could file for tempoary disibility. Can an employer legally make me take all vacation time I have built up?
