Legal Question in Medical Leave in California

Vacation and Sick Leave

We are a California Corporation (less than 50 emp)...

1) Is Paid Time off (Vacation/Sick leave)

mandatory/benefit?

2) If mandatory, is there any legal stipulation that how many we have to provide for a permanent employee?

3) If we are laying off employees, do we have to provide severance package (1 Week pay/medical coverage continuation etc...)
