Legal Question in Federal Tort Claims in California

How do I know which animal parts are legal to sell?
I am somewhat of an animal activist who also happens to trade alot on ebay. There is, unfortunately, quite a bit of trade concerning animals and animal parts, some of which are clearly illegal. Ebay tells me they can't possible weed out all the illegal items. I'm not buying that at all, and want to find out the laws governing third party businesses and their responsibility to abide by the laws. I also would like to find out whom to contact regarding ebay. Thanks!

The Federal Trade Commission should have jurisdiction since Ebay crosses state lines. www.ftc.gov
