Conspiracy to Violat My Natural Rights
I had a Battery Assault committed against me and the LAPD chose to violate my Unalienable Rights by taking the word of an alcoholic and choosing to enter my business premises with no search warrant, illegally busting open my door, trespassing, harassing, and falsely arresting and imprisoning me.

Your claim would not fall under the Federal Tort Claims Act, which only applies to negligence and other wrongful acts (torts) by officers and employees of the U. S. Government. The Los Angeles Police Department is not an agency of the U.S. Government. LA police officers are employees of the City of Los Angeles, to my knowledge.
