Legal Question in Civil Litigation in California

Is $8000 a fair amount to pay our HOA attorney to get our money withdrawn from a bank that was threatening to turn our funds over to the courts because of competing claims made on it after a contested election?

You haven't provided enough information. The attorney may have a lot of work in store or a little, depending upon the nature and number of the competing claims and upon what stage each claim is at. $8,000 would be a very low fee if it seems that the lawyer will have to litigate a complicated case, but it would be very high if he will only need to write a couple of letters.
