Legal Question in Civil Litigation in California

25,000 loan to family member w/ legal Contract

Loaned brother 25K both signed contract. Has paid back only 3K over 3 years. Won't answer calls. Is proper remedy to file complaint for breech of contract in Superior Court to obtain judgement? Could I then do a wage assignment for the debt? He has high paying job, owns home. (thanks to my loan!)
