Could I be arrested for not appearing at a hearing for a civil harassment temporary restraining order against me? I have already submitted a response, agreeing to the order.

No. Failure to appear at a hearing results in forfeiting any right to object to the outcome, but unless it is a criminal, traffic, or contempt proceeding it can't result in arrest.
