Legal Question in Civil Litigation in California

My autistic adult son was a resident at a group home facility for 6 years (2016-22). The very first day my son arrived; the owners/operators suggested that we place him on
antipsychotic medications. As his parents/conservators, we refused. My wife & I recently obtained records that the owners/operators secretly colluded (w/o our knowledge) with a "remote" psychiatrist FOR 6 YEARS. This doctor recommended that my son be placed on three antipsychotic medications. Not only did this psychiatrist NEVER physically see my son, he did not possess my son's past medical history; AND his license with the CA Medical Board is under public reprimand. Also, this physician indicates that my son's behavioral issues were caused by us (my wife & I). Basically, I believe that the owners/operators were secretly building a dossier to have my wife and I removed as conservators so they could freely medicate my son. Again, all done without our knowledge and consent. ALL MEDICAL RECORDS FROM THIS DR. ARE NOW IN MY POSSESSION. I would like to litigate against the State Funding Agency (Valley Mountain Regional Center-VMRC) and their vendor (the group home operators/owners).
