Which book of law do lawyers state when talking about state laws?

Unfortunately, your question is too general. For California there are many different code "books", e.g., Code of Civil Procedure, Civil Code, Vehicle Code, Welfare and Institutions Code, Probate Code, etc.

Thus, when citing to specific California laws you would need to identify the specific Code Section along with the area.

On top of the various code books, when talking about state law in California they could also be talking about the California Code of Regulations, and all of the Cal. App., Cal., and Cal.Rptr. case books. Then on top of that there are hundreds if not thousands of treatises and other secondary sources of information on the law of this state.
