Legal Question in Civil Litigation in California

my ex boyfriend has my drivers license (it was mailed to his house after I moved out). he refuses to return it to me. Is this illegal on his part? can I call law enforcement to make him return it to me, or do I have to file some sort of lawsuit?

Notify the DMV that your driver's license was lost or stolen because you moved, and you need another one. Do a change of address online if you can. It might cost a little bit of money but a lawsuit would cost even more money, aggravation, and time.
