if you bring a check to cash to a small store and hand it to the person helping you and they inform you that one of your previous checks had bounced and that they would be using your current check's funds to repay the debt, can you decline to have your check cashed with them or do they have the authority to just run your check against your will?

I would tend to agree with you that you could decline. They can go to the district attorney and seek penalties against you for the bounced check, but they shouldn't be permitted to use self-help. You might want to cash your checks at a bank in the future, and pay cash at stores.
