Ca. Superior court document 998

Does plaintiff file a 998 document with the court and then serve the defendant, even though the court will not file this document unless its also filed with an entry of judgment?

You serve defendant but do NOT file a CCP 998 Offer of Judgment.

No. 998 offer is served on the other parties but is not filed with the court unless and until either (a) another party agrees to entry of judgment against him/her/it under the offer's terms, or (b) the offering party obtains a judgment in its favor more favorable than the one described in the offer. In the latter situation, it is filed as an exhibit to a motion for attorney fees and costs.
