Legal Question in Civil Litigation in California

Our Calif HOA (patio homes) By laws say the association will have 5 board members (1978). However after heroic and thorough efforts to elect or appoint 5, we only have three.

Can regular meetings be conducted if two of the three show up for a regular meeting?. Is that a quorum? The by laws say that the majority of the board members being present constitutes a quorum.
