In California, can Coram nobis be used to challenge the findings of a police investigation that did not make it to court? If not, what procedure or methods can be applied?

No. I'm not sure why you are concerned, if it never went to court. If it never went to court, you are not convicted.
If you are concerned about the arrest records, you would have to file a petition pursuant to Penal Code section 851.8 subdivision (a). You can read that code section here: http://law.onecle.com/california/penal/851.8.html
