In California, once a police investigation case file is turned over to the DA and the DA chooses not to prosecute, is the investigative file available for production under a civil subpoena duces tecum?

Not without a pending case, and at least one defendant served. Even then, you are going to get an objection that the investigative file is confidential, and I doubt you would get a court to compel its production.
