If someone calls the police on Mr. X and lies to police that Mr. X somehow broke the law, which results in Mr. X�s arrest, is that considered malicious prosecution or obstruction of justice?

No, however making a false police report is a crime itself. It may also be libel or slander.

It may be a crime, but in the civil law it is malicious prosecution. There may also be liability for what is known as false imprisonment.
