Legal Question in Civil Litigation in California

My car was recently damaged by a tree that fell at a commerical building and the property manager is refusing to give thier insurance information and is telling me to use my own personal insurance for the repairs. What should I do or what can I do?

The property owner is only liable if they were in some way negligent. They are not required to provide you insurance information. If you think you have a good case, you can sue (in small claims if under $12,500). If you get a Judgment, and there is insurance, they will pay it. It certainly seems like it would be easier to use your own insurance.
