Name Change
To whom it may concern: My question is this, I would like to know the year Ca. law changed the requirement to change your name from useage to a formal petition to the court. And if A person began who began useing a name other than the one given at birth before the date the current standard took effect. Is he or she requierd to submite paper work to the court to comply with state law.

I can answer this anecdotally, not always what you want from an attorney, but the best I can do today.
There is a formal name change procedure which involves filing a petition with the Court.
You can also effectively change your name, by simply informing all of the relevant agencies of your new name, and using the new name. I know this only because someone I know did it this way, but I don't know the details as to specifically what he did.
