If a college student accidentally activates a fire sprinkler by hanging clothing from it and insurance companies seek damages will he/she held liable? If so what happens when that person is unable to pay for those accidental damages?

What, you didn't see the little picture of a coat hanger with a red circle around it? Welcome to adulthood. Pay them. If you can't pay them, there will be a court judgment against you and over time it will become larger and gnarlier with interest. Maybe your parents' homeowners' insurance will cover the loss. If you ever get your own place, buy renter's insurance.

He or she will be held liable. If they don't pay, the judgment will follow them with 10% interest until they pay it or file for bankruptcy.
