Legal Question in Civil Litigation in California

is a contract valid if a company is in receivership? e.g. Red light cam company in receivership... is their contract with the city valid?

Yup. Recievership just means the company is being run by someone appointed by a court for some reason, usually pertaining to debts, rather than the owners.
