a contractor abandon a kitchen remodel during demo . he left tools on the property in Febuary. didn't return calls. no contact.
Do I have any legal right to the tools.

No. You need to file a complaint with the Contractors State License Board, and ask them for help filing a claim against his or her contractor's license bond.
