Can a landscape contractor charge late fees and finance charges without a contract?

How can he even *be* your contractor if you don't have a contract? You and he must have had some sort of agreement, and I would need to know more before I could say what rights that agreement gave him.

You must be naively thinking that an oral contract or an implied contract is not really a contract. When you go to the barber, and sit down in the chair, do you have to pay him when you leave? Maybe you can try to be a smart guy and run for it, after all you never really signed anything. See how many haircuts that gets you.
