What are the correct answers

what are the time limits based on the California Rules of Court in regards to the issuing of a TRO and the time required to first hear the matter? What happens when the courts exceeds those time limits?

Depends on the procedural context. Fastest way I know is ex parte -- i.e., typically 48 hours away from the order after you write it up. Your question is a bit vague as to "when the court exceeds those time limits." If you have a legitimate case, you may contact me.
