IF A COUNTY IS SELF INSURED DO THEY STILL HAVE HAVE TO PAY A TORT CLAIM IF IT WAS FILED UNDER A YEAR BUT PAST THE SIX MONTH STATUTE. WHAT ARE THE TRAPES TO AVOID

The attorney who filed your tort claim should have known how to file an application for leave to present a late claim, followed (when it is denied) by appropriate court action. If your attorney does not know how to do this, then you are using the wrong attorney. All counties are self insured.
