how does someone at a county legislation office get your cell phone number with out your permission, and how do I prevent this from happening?

Cell phone numbers are available publicly from any number of sources. If you ever submitted your cell phone number on an application or to a website, then it is probably available by doing an internet search.
The only way to keep your cell phone from being discoverable to the public may be to never give it out, to anyone. Contact your provider to see if they have any solution.
