Legal Question in Civil Litigation in California

How can I go about getting a court order to obtain the information about a neighbor who is sending the police to my apartment on false pretenses? The only information available on these calls are the CAD purges, no reports or incident cards or even a note from any of the officers who responded to these calls.

You can't get a court order unless you actually have a case. If you have a civil case pending, you serve discovery, and subpoena information using the case number of your existing case. You cannot utilize these resources, however, if you don't have a case filed in court.
