Legal Question in Civil Litigation in California
Im the defendant in a binding arbitration
Unlimited civil case. I received the interim
award from the arbitrator by email. It states
Plaintiff has 5 days to submit attorney fees
and I have 5 days to respond from receipt of
this award. Does that 5 days start from getting
the email or receiving it in writing.

You do not say how you got the message. I would assume you are being told that the other side can submit an attorney fee request [is it in the contract?] and upon receipt of it you will have 5 business days to respond. If not ,contact the arbitrator in e-mail to find out, copy to opposing counsel.
It would help to know what kind of arbitration you are in. Specifically, it would help to know what your arbitration forum is: JAMS, FAA, etc. If you are in court ordered judicial arbitration, then the procedure would be governed by a different set of rules and statutes all together.
