Legal Question in Civil Litigation in California

I am trying to determine the right jurisdiction for filing a complaint. The Defendant's address is unknown. Can I file the complaint in my jurisdiction, where my jurisdiction is determined by my billing address for my credit card that I used to purchase the disputed goods/services? The dispute revolves around an online purchase of goods and services that were never delivered by the online merchant.

You would sue were you live, as that is where the contact was entered into. But if you can not get an address for the seller, it will be complicated to get substituted and eventually how do you plan to every collect against someone you can not find? See if your credit card company can help you on the disputed billing as they will have his address and might still be able to reverse the charges.

You need to try a lot harder than saying you don't know. If it is a corporation, it is most likely to have a principal place of business and an agent for service of process. Try using the business search features of the California Secretary of State's website.
