Many word have multiple meanings. An act is normal legislation based by the senate or a similar body, a rule is a method of procedure adopted by any body that can make a decision, and notification is infroming someone of a physical event that has or will occur.

It depends on the context. "Act" as defined by Mr. Shers has a different meaning in a criminal context, in which it usually refers to an actus reus, and not something the Legislature passed.
