Employer disatisfied that I quit
Employer refuses to return personal Automotive tools because I quite due to unfair wages.

You should send the employer a letter or email demanding reurn of the tools. You should also speak to an attorney about pursuing wage claims, if laws such as breaks, overtime, minimum wage, etc. were violated.

If the tools are yours, you are entitled to retrieve them. You might seek the assistance of law enforcement. If that doesn't work, then file a small claims action for conversion.
