Legal Question in Civil Litigation in California
exceptions to time to file limitations in civil case

You mean exceptions to the statute of limitations? There aren't any. There are some circumstances which can stop, or "toll," the legal time limit. There are possible issues of "accrual" of a cause of action, which can affect the date from which the clock starts ticking. But the acronym for Statute of Limitations is SOL... which is what you are if you miss it.
I agree with Mr. Stone. It can be quite difficult to figure out when the limitations period will expire in a given case. You should consult with a lawyer, explain what your case is about and then answer her questions so she can tell you whether you still have time and, if so, how much. That's much more practical than trying to learn all of the rules so you can figure it out yourself.
By writing so poorly and narrowly you have extremely limited the answers to your question. Try providing more facts and a specific question, so that more attorneys can review and give you a better answer.
