Family burial plot

My grandmother's grandmother (I believe) had a family burial plot and approval was needed for anyone outside of the family to be buried there. The day after my grandma passed away, my step-grandfather purchased a companion plot against the will of the family. When he passed away his daughters had him buried in the same space right on top of my grandma even though he had been remarried and it was never approved by the family. He was a very abusive man whom my grandmother would have left had she not passed away. Needless to say we want his body out of there. What steps need to be taken to accomplish this? Where can I look to see what the law states?

I do not understand how physically his body could be buried on top of your grandmother's. I assume your family owns that space so could refuse to allow him to be buried there unless the plot was community property or willed to him by your grandmother. You need to read the contract for the plot, find out from the burial yard what their rules are and why was he buried there.
