Legal Question in Civil Litigation in California

Family giving money to other family members

My father received money that was sent to him via wire transfer to a country outside of the US. His brother as a gift sent this money in 1991, and 1992. My father is now in the US. His brother paid for airline tickets and house rent for 2 months, and that was all agreed to be as a gift since the brother in the US is wealthy and owed my father money before he came to the US in 1982. There was a family conflict that occurred 3 years ago and since then my Dad has not spoken to his brother. Two days ago we got a call from one of my cousins that they want the money that was giving to my dad in 1991,1992, and 1993 and that was a loan and not a gift. My question is if this gets to the court, do they have a legal point in getting the money back. We are in 2001 and it has been 10 years since they gave the money to my father and after the family issue they want the money back. What does the law say about things like that especially that there was no contract between the brothers for a loan or giving the money back later on?
