Legal Question in Civil Litigation in California

My family lives in a rural area. Our house is one of two, in a cul-de-sac. There is a home on one side of our house and on the other side sits two adjacent empty lots. The lot closest to us belongs to us. The other lot belongs to people who live out of state. The neighbors on the corner, ride dirt bikes and quad runners, on the empty lot closest to their home (occasionally riding on our empty lot, as there is no fencing at the moment). We could fence our property in but obviously not the other lot. These vehicles are loud and create a lot of dust in dryer weather and fling plenty of mud during the rainy season. What legal steps can we take to make them cease using the empty lots in the neighborhood as their personal off road vehicle tracks?

You should talk to someone who knows your local land use ordinances. There may be a prohibition on the use. If not, your only recourse would be a nuisiance lawsuit.
